This Manager's Amendment means that the House of Representatives has added amendments even before Bill 3962 goes to the floor for a vote.
This is how earmarks (or payoffs, you might say) will be added to Mrs. Pelosi's health care bill.

The first amendment gives $6 billion to Medicaid for nursing homes.
Usually, Medicaid payments to nursing homes must be matched by state funds.
This is different--no state funds will be used.
And to make it even MORE different--the Secretary of Health will make these decisions without input by the states--AND Secretary Sebelius will not have to abide by any rules to make these awards AND her decisions will not be subject to review AND she won't have to tell anyone (except a few members of Congress) about her decisions.
So, payoffs without any guilt???? At least, without any recriminations.
