In short, President Obama did not want to ruin his moment at chairing the United Nations Security Council by announcing the perfidy of Iran in having a secret nuclear site. He wanted to make a case for nuclear disarmament. So Mr. Obama held off on the announcement about Iran-the Administration "didn't want to 'spoil the image of success' for Mr. Obama's debut at the U.N."
