Democrats Prepare to Push Health Care Through (dare I say it) Unconstitutionally

Is this our Constitution?
Democrats are laying the groundwork to push health care reform through by a process called "reconciliation". From Fox News: "A key House committee on Thursday quietly altered its health care legislation in a way that could allow the Senate to mow over Republican opposition to Democratic reforms by exploiting a budgetary loophole."

This has been called the "nuclear option", since it allows a bill to be passed with only a simple majority in the Senate--51 votes instead of the 60 votes usually needed to pass legislation.
And reconciliation forbids filibuster.

Representative Rangel (D-NY) has stated that reconciliation is only a possibility--just in case-so Democrats can "simply preserve the option of advancing health reform legislation." Hmmm.....then WHY make these manuevers?!?
"Reconciliation" is supposed to be used for budgetary standstills.
It's not to be used instead of the normal legislative process.
